The Head of a new Government Department, (the Imports and Exports (office), improperly, though unwittingly, gave permits to one Wohai, (m2 "Ewens' client), which led him to believe that he had permission to do what was in fact unlawful. The Opium- Farmer, being aggrieved by the breach of law which followed, prosecuted the person who had committed it, on the (imprudently and unnecessarily
unnecessarily given) advice
of
the Colonial Preasurer, who
was unaware
of the irregular
permit issued by the Imports and Exports Office. The Magistrate convicted and inflicted a fine of twenty
Dollars. The conviction was confirmed

learning that the Courts had done with the case, caused Bohai to or informed direatly, that that his fine
was remitted with the
